WASHINGTON (Reuters) – President Donald Trump unveiled a one-page plan on Wednesday proposing deep U.S. tax cuts, many for businesses, that would make the federal deficit balloon if enacted, drawing a cautious welcome from fiscal conservatives and financial markets.

While the proposed tax cuts would please those helped by them, such as multinational corporations and wealthy taxpayers, Trump’s package fell far short of the kind of comprehensive tax reform that both parties in Washington have sought for years.

As his milestone 100th day in office on Saturday nears, Trump has been scrambling to show progress on his agenda. The Trump tax plan, though meager in detail, matched up closely with the promises he made during his victorious 2016 election campaign.

Investors, who had been awaiting tax-plan details for months, largely shrugged off the news, with many saying it was still short on specifics and faced a long road to enactment. “Wake me up when something actually gets signed into law,” said Greg McBride, chief financial analyst at Bankrate.com in West Palm Beach, Florida

Only Congress can make major tax law changes, and Democrats immediately attacked the Republican president’s plan as fiscally irresponsible.

“President Trump’s tax plan is short on details and long on giveaways to big corporations and billionaires,” said Nancy Pelosi, the top Democrat in the House of Representatives.

House Speaker Paul Ryan, Senate Majority Leader Mitch McConnell and the top Republicans on the congressional tax-writing committees welcomed the Trump proposals, while leaving space for details to change as legislation evolves.

“The principles outlined by the Trump administration today will serve as critical guideposts” as Congress and the administration work on tax changes, they said in a statement.

U.S. stocks pared gains on Wednesday after the plan was unveiled. While Wall Street has been optimistic about the prospect of corporate tax cuts since Trump’s election in November, the stocks rally has stalled lately because of a lack of clarity about Trump’s policies and concern over his failure to push through a healthcare bill.

The benchmark Dow Jones industrial average of blue-chip stocks <.DJI> on Wednesday closed down one-tenth of 1 percent.

Some analysts said investors were aware of the long road ahead before any tax bill is passed.

“We have a pretty good idea that he (Trump) is targeting lower corporate taxes, lower individual taxes and a simplification of the process, but all that is in an ideal world,” said Andre Bakhos, managing director at Janlyn Capital in Bernardsville, New Jersey.

In the plan, unveiled at the White House by Trump economic adviser Gary Cohn and Treasury Secretary Steve Mnuchin, Trump proposed cutting to 15 percent both the income tax rate paid by public corporations and that paid by “pass-through” businesses, including partnerships, S corporations and sole proprietorships.

The top corporate rate is now 35 percent, though few multinational companies pay it, thanks to loopholes that allow them to lower their effective tax rates. Despite this, corporations have pushed for a tax rate cut for many years, and Trump has obliged.

The top rate for pass-throughs, which account for most small businesses, is 39.6 percent, the same top rate paid by individuals. Unlike corporations, the profits of “pass-through” businesses flow directly onto their owners’ tax returns.

In another concession to long-standing demands from corporate America, Trump called for bringing corporate profits being held offshore by multinationals into the country at a rate well below the current 35 percent rate now owed on “repatriated” earnings. He did not say what that rate would be, but said the administration was working with Congress on a low rate.

About $2.6 trillion in profits are being held tax-exempt abroad by U.S. multinationals under a rule that says they are only taxable if brought into the United States.

If enacted, the repatriation tax holiday would produce a one-time surge in government revenue. If it were dedicated to infrastructure spending, it could attract votes from Democrats.

The plan also urged adoption of a “territorial” corporate tax system that would largely exempt foreign profits of U.S.-based corporations from federal taxation.

Ryan expressed optimism about Trump’s plan, even though it excluded a “border adjustment” tax on imports he has promoted. That idea was part of initiatives floated by House Republicans as a way to offset revenue losses resulting from steep tax cuts.

For average U.S. taxpayers, Trump proposed help by doubling the standard deductions for individuals who do not itemize; simplifying tax returns by reducing the number of tax brackets to three from seven; and providing unspecified tax relief for families with child and dependent care expenses.

The Trump tax plan also called for repealing inheritance taxes on estates and the alternative minimum tax, both measures that would help a handful of wealthy taxpayers.

Trump’s laundry list of tax cuts would reduce revenues for the U.S. government, which is already running a deficit and deeply in debt. He offered few proposals to offset those losses.

Democrats and fiscal-hawk Republicans will be concerned about how much Trump’s proposals would expand the deficit. To minimize that, Republicans will rely heavily on “dynamic scoring,” an economic modeling method that attempts to predict economic growth and new tax revenues resulting from tax cuts.

Mnuchin said the revenue losses would also be offset by killing many tax loopholes. He said at a briefing that Trump’s plan would kill most tax deductions, except those for charitable giving, retirement savings, and mortgage interest.

Cohn said at the briefing that one deduction on Trump’s chopping block is for state and local tax payments, which is estimated to cost the U.S. Treasury $96 billion this year. Ending it would raise about that much in revenue.

Such a move would hurt high-tax states, which tend to vote Democratic, such as New York and California, where the state and local tax deduction is a major item, said some tax analysts.

Like all of Trump’s proposals, this one would face intense scrutiny in Congress.

The number two Democrat in the Senate, Dick Durbin, attacked the Trump tax plan proposal and the fact that the billionaire New York real estate developer had declined to make public his personal tax returns.

“President Trump should release his own tax returns if he wants to have any credibility in a debate about America’s tax code,” Durbin said. Mnuchin said on Wednesday that Trump did not intend to release his tax returns.

    A plan that lowers the tax rate of corporations like Exxon, Boeing, MICROSOFT, Google, General Electric and so many other highly profitable icons down to 15%, while proposing a 25% tax rate for the average engineer or teacher is a clear example of what passes for fairness in the Republican party. Not surprisingly, the stock market is salivating at the sight of the latest mass transfer of wealth from the public sector, that will foot the bill, to corporate America and the elite that will accumulate a larger slice of the wealth pie than they already have. Incredibly, or perhaps not, mainstream Americans are likely to accept the latest con job as the greatest solution to all our ills. The same goes for the ACA, which may be replaced with a program that, while it retains much of what is in the ACA, it allows states to opt out, places high risk people in a separate subsidized pool, and leaves the rest in the hands of our greedy insurance companies. Saying that we are witnessing a reverse Robin Hood in action would be an under statement.

      What’s most amusing? Yesterday, Mohammed made the Congressional “mountain” come to him and the Senators all fell for it!

      He demanded they come to the White House for a “briefing” that amounted to BS. That meeting was attended by only 4 of his cabinet IN the White House.

      If these morons needed any more proof of Trump making them his “employees” I can’t imagine what that would be.

      Call a corporate meeting with your CEO at his White House Executive Board meeting room, at cost to taxpayers for having to outfit it specially for a single meeting of 100 Senators? Really boys and girls?

      Did you also have to check your time sheets at the door before your CEO moron decided you could hear less than an hour’s worth of his BS?

      But the real question here is this. Why were 100 Senators bused to the White House and why the hush hush atmosphere when every Senator in attendance was made to look like a bunch of employees being hustled off to the plantation for Mr. Plantation owner’s pep talk?

      Whatever it is Trump is hiding, it is clear he is scared out of his wits the Russians or media he so hates would leak whatever his 2 military appointees, Tillerson and his other trumped up honcho could have as easily said in the special security room in the Senate.

      But let’s all pretend this wasn’t Trump showing the world how HE has control of the ENTIRE Senate. So much for separate but equal branches of government right?

      Everything Trump is doing is priming the economy for a downfall:

      1) lowering taxes will dampen the economy because it reduces the incentive for business people to really work at making what they consider to be an adequate profit (this has been proven by history over the past 80+ years);

      2) repealing ACA and throwing millions of people off of healthcare will slow consumer spending because millions of families will have to reduce spending to save for a potential medical disaster (kicking millions off of Medicaid will also have a dampening effect);

      3) working to privatize Social Security and Medicare and/or turn them into pig-in-a-poke voucher fiascos will also dumb down the economy because now Americans’ retirement futures, including healthcare for the elderly, will be up in the air and like with ACA will have to cut spending;

      4) deporting undocumented immigrants as he’s been doing is already starting to dampen the economies in many states like even here in Maine has many businesses are struggling to find the people they need now to prep motels, hotels, restaurants and other tourist ventures for the vacation season approaching; and the blueberry industry in Maine is going to have trouble finding pickers come this summer; and this lack of people to do the menial work many businesses need is eventually going to start costing many native-born Americans their jobs further dampen the economy;

      5) and on top of just dampening the economy as noted in 4), Trump’s gestapo style deportation of undocumenteds has also already driven down the number of tourists that are coming to America because Trump has made travel here for many very iffy which will further dampen the economy;

      6) and just the upheaval type nature of Trump’s governance, where no one seems to know where he’s going next and what other nonsensical action he will take – like maybe starting a war with North Korea or selling off our national lands, or putting tariffs on more goods that will raise consumer prices or him alienating another country like Canada with his bull-in-a-china-shop deplomacy and on and on – is causing millions of Americans to be on edge and many going out protesting rather than focusing on running their own lives and spending on the economy.

      It’s all going to add up and come crashing down.

    Remember Trump’s interview with Bill O’Reilly during his campaign when he said, “I love debt! I’m used to debt.”

    Wow. This guy tells the world how he got rich and no one pays any attention? of course he love debt. OURS, never his.

    He also stated in that interview “how” he pays off debt. “I pay half of what I owe.” You bet his does.

    Look at the mess he created here in NJ. Carl Icahn buys his Trump Taj Mahal which got tons of tax cuts and subsidies just for locating in NJ and now Icahn is suing the state for millions so he can latch onto more tax cuts and subsidies. The money mad men with their money mad feeding frenzies.

    The biggest laugh of all? Trump will benefit most. Once you consider he is the owner of over 550 various businesses and has his syrupy mitts into a diverse range of “pies,” most of which had foreign money connections, you see how he is about to become the U.S. biggest Treasury thief ever and he doesn’t even need to try and burglarize the US mint. The moron Republicans will just hand him whatever money he wants.

    But let them demonize the Clinton Foundation, George Soros and President Obama, right?

    When in US history has a president ever entered office with more than 200 fines and lawsuits, one for money laundering at the Taj Mahal casino?

        You know what I find amusing? That Mr. CEO of the United States of Trump knows why he chooses the most “ignernt” men like Sessions, Pruitt and Bannon.

        In the corporate world, CEOs do that so they look like they are the smartest and therefore, the most powerful.

        But, they do put a few “impressers” in place just for appearance sake. That way, their “employees” look up to these empty suits thinking they are the last word on expertise and experience.

        In realty, the empty suits are just talking heads who stuff their pockets after Mr. CEO slices and dices profits first to himself and then they get the leftovers. The employees in the middle and bottom? No chance! They only serve as profit makers for the big boys at the top.

    From the ONE Trump tax return we have seen, Trump stands to receive HUGE benefits from his so-called tax reform to eliminate the Alternative Minimum Tax. To the tune of over $31 million and it would have reduced his taxes to around $5 million on $150 million of income. That is an insulting 3 percent of income. Even allowing his $103 million in losses that year still only results in a tax rate of 10 percent without the Alternative Minimum Tax. No wonder he wants to do away with it.
    Also, I am sure that somehow all of his deductions will still be allowed, while all of the deductions most Americans depend upon, will suddenly disappear without any offsetting changes.

I don’t know what it’s going to take before they finally come to the realization that they were fed a bill of goods! Billionaires have NO idea how the poor and middle class live on a day-to-day basis…..they have an entirely different mind set! Even scientists who have studied the brains of various economic groups say that the brain of a billionaire is much different from the brain of a lower or middle class citizen! They are “entitled,” and they feel that they are the smartest people in the world and the ONLY ones who can run this country….sure, right into the ground!

    Upper income tax cuts have a far better chance of winding up in a Cayman Islands bank account, than creating jobs in this country. Typically, upper income tax cuts are followed by a stock market bubble, followed by a major correction, followed by a recession that is made worse by the billions of dollars that have been taken out of circulation by the upper income tax cuts. All this makes perfect sense to Republicans.

      I agree….if they are counting on “growth” by lowering the tax rates, they are playing with fire and taking a HUGE risk! This was tried by Reagan, by GWB, etc., and it failed miserably. What does it take for people to see that this is NOT going to work and that this will only put us in recession or even (heaven forbid) a full-blown depression!!! After all, you only have to look at Kansas to see what “trickle down” economics can do to a state, and it ain’t pretty!

    There are two things that may be counted as a “Plus” in Trump’s column: First, he’s a sentient being, and a very unremarkable and self-centered one at that; and secondly, he is amazingly consistent in his focus on protecting his wealth and that of the other members of America’s wealthiest.
    Now, aside from these dubious positive qualities, Trump is incapable of seeing the world through the eyes of those less well off than he, and furthermore, those on the lowest rungs are a mere after-thought, as they are to a majority of politicians who now inhabit Congress.

    As such, it is no surprise that Trump can’t conceive of crafting a plan that is both altruistic and reasonable—to him the choices are instead, “To Enrich More”, or “Just Stay Aloof and Remain Enriched As Is”. The choice for Donald will always be the former, and for that, the already wealthy are quite thankful.

The “plans” that he is putting in place will likely cause our middle class citizens to become extinct.     How in the heck does this plan help Trump’s followers? This plan ONLY helps the ultra-wealthy, who are only interested in making and keeping more of their money rather than using it for the “so-called” growth that Mnuchin seems to think will come from lowering the tax rate. After all, look at what happened when GWB lowered the tax rate….we had a recession. Check with the people in Kansas regarding Brownbeck’s actions of lowering the tax rate….they now have the lowest rating for education, they’ve cut social programs, and they’ve borrowed money from MANY of their other areas to pay their bills!
    So much for waiting also for the rich to provide that “growth” thingie!!! It ain’t gonna happen….they’re going to take their extra cash, buy stocks, or sock it away in the Bahamas! This is what happened before, and this is what will happen this time! When will these idiots learn that the “trickle down” economics DO NOT WORK!!! It’s nice to “think” that there will be growth, but to put all your eggs in that basket is not a wise thing!
    And, as for Trump’s followers, they will get nothing from this tax plan no matter WHAT their God tells them. Even the child care deduction would end up giving them $10/year…..what’s that going to pay for? Seriously, people, use your heads and resist this plan to the very end of your being!!! For all the ranting and whining by the Republicans about the deficit….they seem to suddenly forget all of that and are anxious to raise it to the point where we end up having to file bankruptcy. I’m not talking about U3 vs U6. I’m talking shadow unemployment, which ended at >11% in 2016. That true number of unemployed has remained above 11% from 2008 through 2016.

In fact, the world press is claiming that the US has once again become the world leader. The global economy is looking brighter because of the improved business outlook, so why would they hate him?       The real problem for Trump is that he can’t blame the Dems for his 100 days of failure to push a single one of his campaign promises to fruition.

      His own party refused to pass TrumpCare. And, the only way he could get Gorsuch on the Supreme Court was to get that suckass McConnell to change the rules on votes for the nominee.

      Not to worry, RBG,Kagan and Sotomayor all have Gorsuch’s number just like the CEOs Trump uses for his weekly photo ops aren’t buying “commando” act about hiring in the US.

      His 100 days are a mess of lies, distortions of truth, “alternate facts” “microwave ovens used as wire tapping instrumentation and Michael Flynn a National Security advisor who failed to remain in HIS job in those 100 days.

      Who puts a crook like Trump in the White House who comes in with over 250 lawsuits and fines to his legacy? Who puts a money launderer in the White House who only got out of that by paying the U.S. Treasury $25 million?

      The more he bitches at the judges in this country, the more they will turn on him and uncover more and more of his dirty laundry not even Iskanka can clean for him.

    Tax cuts for the billionaires will benefit the little guy. It’s called the trickle down effect and it was tried under Reagan and George W. Bush and it didn’t work then and if you try it a third time the only thing you will gain is another 17 trillion in debt.     The reality is that the right wingers are NOT the power they believe they are. Why? Most of them come from the worst economically depleted states. The top 10 states with highest unemployment and welfare trough feeders are all Republican. How does Ryan and the rest of the Tea Party morons Draconian cuts help those states?

    These are the people who are angry alright. But they get angry at those of us who know how to plan ahead for when jobs disappear. These nuts don’t. Instead they lap up the Jim Jones, David Koresh gospels of promises, promises, promises that never come to fruition.

    The Trump tax plan benefits HIM in every way possible. Now, Iskanka, Donny Boy Jr and the rest of the Trump Grifters get to lap up more from the cuts to the inheritance tax. How does THAT trickle down? Can we expect Iskanka to share her profits? Has she ever since she started her fake business? Has Donny Boy Jr. or Eric? What do we do? Wait and hope Bannon von Trumpenstein shares his Daddy’s billions he stole from the U.S. Treasury?

    And please, how will cutting corporate taxes NOT line Trump’s pockets for each of his 550 businesses?

    Trickle down my ass. And that’s about the only trickle any of us can ever expect.
